"We often hear of volunteers traveling to third world country to help people who live in desperate poverty. But our own state is also a destination point for these volunteers, missionaries, relief workers. I4s not a title anyone wants but some of South Dakot?s Native American reservations are the poorest in the nation. So what are the challenges to economic development in Native communities?
