"The Army Corps of Engineers is about to release a huge document called the Missouri River Master Manual, detailing plans for control of the flow and environment of the river. This comes after years of disputes between downstream interests of commerce and river traffic requiring reliable and consistent river levels, and environmental and wildlife needs, requiring more natural ebb and flow levels dictated by the seasons, in order to protect wildlife species.
