Later Tribal Councilman Michael Rousseau and Leo Earp Fisher, Head of the Tri-County Mni Waste Water Company talk with Paul about the collapse of the rural water system that has left 14-thousand people without water on the Cheyenne River Reservation and surrounding areas.
