Thrash is commander of the street crimes unit and a board member of the Cornerstone Rescue Mission. Jim Castleberry, director of the Cornerstone Rescue Mission and instructor at Black Hills State University, also joins the conversation. They discuss the creation of the street crimes unit to deal with downtown Rapid City panhandlers and how it's impacting homeless people.
