By Jenifer Jones Chief Justice David Gilbertson delivered his State of the Judiciary address Wednesday. He spoke about updating the Unified Judicial System’s computer system to allow for electronic filing of documents. Chief Justice David Gilbertson says the new system will allow for records to be digitized and archived. He says it will decrease time spent filing and maintaining, and will make it easier to share information. Gilbertson says those who use the system will pay for the change through increased fees. For example, those who are convicted of a DUI would pay $20 more. “User fees have worked well in virtually every other area of state government,” says Gilbertson. “I will be asking this legislature to approve these modest increases in our fees. Even with these increases, South Dakotas fees are significantly less than those of neighboring states.” Gilbertson also spoke about the need for legal protection for the elderly, and the increased stress on the state’s probation system.
