The Department of Revenue and Regulation is proposing a bill to revise the way South Dakota risk pool premium rates are calculated. Currently, the state offers insurance to children and adults who have lost coverage in the past sixty-three days and are uninsurable. Jill Kruger is with the Department. She says the proposed house bill allows the board to provide more insurance plans for risk pool members.
"Currently we only offer a one-thousand, a three-thousand and a ten-thousand dollar deductible plans. As peoples premium rates increase they look to be able to increase their deductible amount and we want to be able to offer them some stepping stones in between our current policies," says Kruger.
The bill passed unanimously it moves to the house floor for further consideration.
The Legislature is looking at several bills regarding sex offenders. One measure receiving a fair amount of attention takes a closer look at those individuals who may no longer constitute a threat to the public. The bill creates a three tier offender registry. Tier three holds the most serious sex offenders which have no chance of being removed from the sex offender list. Offenders in tiers one and two can petition to be removed from the list after so many years have passed and they have served any incarceration time. Senator Gene Abdallah says the committee is working hard to create a bill where everyone is satisfied.
“The big goal is to protect the citizens of the state and yet leave an avenue for those who deserve a second change, to have that opportunity," says Abdallah.
The Senate Judiciary Committee is currently taking testimony on these sex offender measures. They are expected to continue the discussion next week.
