By Eryn ClementThe 85th session of the South Dakota legislature is nearing its close. This is the last week of the 2010 legislative session. Lawmakers are discussing summer study topics and voting on remaining legislation. In the State House, Senate bill 12 is up for final approval. The measure provides for a three-tiered system in the sex offender registry. Lawmakers will also vote on Senate bill 102 that decides the fate of the Black Hills Playhouse. The legislation extends the theater's lease agreement. If these bills are approved in the full House, they move to the governor. House bill 1160 is among many awaiting final approval in the State Senate. The measure allows certain students to participate in the opportunity scholarship program.The budget is the main topic of discussion this week. Governor Mike Rounds proposes the use of reserve funds in order to preserve programs. The Republican plan to balance the budget includes cuts totaling over 43 million dollars for the fiscal year 2011.
