Lawmakers have moved Senate bill 22 back and forth from floor sessions to committee meetings. The measure gives no increase in state financial aid to schools next year. Governor Mike Rounds has proposed a zero percent increase for general and special education. A committee of senators and representatives met on Wednesday to discuss a compromise but were unable to agree. The bill then went through the State House and Senate and back into another conference committee on Thursday. The committee revised the bill to its original form with a zero percent increase.
