An unconventional veto session has kicked off in Pierre, with lawmakers still discussing a final budget bill while also taking up the business of governor rounds' vetoes. Governor rounds vetoed a bill aimed at special education needs citing a lack of funding for the program. Senator Dan Ahlers of dell rapids asked the body to over ride the veto citing examples of funding sources.
Senator Ahlers also argues that this is an education fairness issue.
The senate voted to over ride governor rounds' veto with a 30 - 4 vote the house of representatives also provided enough votes to override the veto - the bill will now become law without the governor's signature. Also vetoed a bill addressing who should get reimbursed for losses first- an insurance company, or their client. Governor rounds said the system needs to change, but this measure was too drastic. Senator Nancy Turbak berry disagreed.
The measure did not receive enough votes to overturn governor rounds veto and so it died on the senate floor. The joint appropriations committee is still in meetings hammering out the state's general budget bill and we'll keep you posted on the legislature's progress.
