House Bill Vetoes

The state legislature met Monday to consider overturning Governor Mike Rounds’ vetoes. Three House bills were up for discussion including one that provided certain tax refunds for new or expanded wind energy facilities. The legislature voted to override the veto and pass the bill. Another item up for consideration was House bill 1240, which creates a needs-based scholarship fund. Senator Dave Knudson says South Dakota is the only state in the nation without such a fund. He says Governor Rounds supports overturning the veto, now that he realizes the bill would use private funds.
“The Governor vetoed this I think before he realized that there was interest among private foundations and potential private donors to this program,” Knudson says. “It was designed so that funds deposited in this program could possibly be matched with federal funds.”
One bill didn’t acquire the two-thirds majority vote needed to overturn a veto. That bill would’ve allowed fireworks to be sold and discharged during Christmas and New Years. Governor Rounds says he doesn’t feel using fireworks during Christmas is appropriate.
