Governor Daugaard on the Deficit

Governor Dennis Daugaard has pledged to take whatever steps are necessary to balance the state's budget. He plans to give an amended budget address to lawmakers next week. Tuesday during the annual State of the State address, Daugaard discussed some of the points of what legislators can expect to hear.
"As a first principle, I am committed to eliminating the structural deficit," Daugaard says. "A structural deficit exists when on-going expenses exceed on-going revenue. Let me emphasize that definition because clear and concise communication depends on a common understanding of language. A structural deficit exists when on-going expenses exceed on-going revenue. One-time revenue items do not enter into the calculation. One-time expenditures do not enter into the calculation. Ongoing versus Ongoing."
The Legislature is expected to use much of the 38 day session looking for additional revenue, or cutting items to achieve a balanced state budget for the next fiscal year.
