By Kealey BultenaDemocratic leaders in Pierre are outlining part of their own plan to solve South Dakota’s financial problems, and they want to use some of the state’s reserve funds.House Minority Leader Bernie Hunhoff says the govenor’s budget proposal "dismantles" education to try to fix big financial problems in just one year. He says it makes more sense to close the structural deficit over three years."I think we obviously have to have some fluidity throughout the three year process to see where revenue predictions go. That’s part of the reason we want a three-year approach. Nobody can predict where revenues are going to be in three years. We could have a drop like other states have, and then we’re going to really have some serious work out here. Or we could have a healthy increase. I think a lot of people think it’s just as likely that we could have a really healthy bump coming out of this recession," Hunhoff says. Hunhoff says reserve funds should be an option, because no year has a perfect budget as the state encounters one-time expenses and one-time revenue gains. Republicans say they want to balance the state’s budget without using reserves.
