Sen. Garnos: Let Schools Use Capital Outlay Funds

South Dakota lawmakers shot down a measure that allows school districts to use capital outlay funds for group health insurance.
Republican Senator Cooper Garnos says schools face major cuts and should be able to use their own money.
"The local school boards don’t have to do this. Here we are up in Pierre saying we want control in a law like this that keeps control up here. All this does is give them the flexibility. They don’t have to do it," Garnos says. "I think the people we put on local school boards, I think the local school boards who put superintendents in place, I think they are very knowledgeable people and have an opportunity to do that."
Opponents say the bill lets schools use facilities funds for unrelated expenses. The bill failed on the Senate floor.
Earlier this week, the Senate approved an extension for schools to use capital outlay money to pay for transportation costs.
