Appropriations Chair Plans Amendment Rule

A leading lawmaker says he will prevent amendments to the budget that happen right before legislators vote. The Chair of the Appropriations Committee says lawmakers should have more time.
Republican Representative Dean Wink makes the rules for the committee that tackles South Dakota’s general budget bill. Wink says he will stop last-minute amendments from being added at the end of session.
"The deadlines are such that they don’t have enough time. As committee members, we don’t have enough time to really review some of those amendments and their impact on the budget," Wink says. "In fact, as chairman, I would like to cut off the time when amendments can be put in, so it does give committee members more time to address those, and I intend to do that this year."
This week, a committee shot down a bill that makes lawmakers wait 24 hours after a change to vote on the budget. That would not have impacted this year’s process. But if Wink implements a rule, it applies in committee this session.
