Governor Dennis Daugaard says it's unfortunate that President Obama's budget proposal includes less than $500,000 for the Lewis and Clark Regional Water System. Officials with the project say that amount only covers a portion of administrative costs, and brings construction to a halt. Daugaard says local and state governments have already chipped in their shares, and now the federal government is going back on its word.
"As a government looks at its duties, certainly basic infrastructure is one of the most important duties that governments can provide to their citizens," Daugaard says. "And will all the various entitlement programs that the federal government is funding that benefit individuals, I think the first place the government should serve the public is through infrastructure that individuals really can't provide for themselves."
Daguaard says President Obama's budget is just a proposal at this point. He hopes funding for the project will increase by the time the final budget is passed.
