Committee Hoghouses Bill, Passes To Senate Floor

A committee revamped Senate Bill 133 Tuesday, replacing the original measure with text that changes the date the state of South Dakota pays school districts their per-student allocation.
Republican Senator Cooper Garnos says pushing the payment from the last day of the month to the begging puts the cost in the state’s next fiscal year.
"The schools, they wouldn’t get the money in July. They’d just get it a few days later, the first part of August for example. And that would go on forever now where they’d get their state aid payment at the beginning of the month," Garnos says. "There’s a one-time, in my mind, a one-time capture of state aid or a one-time savings for the state of South Dakota of approximately $23-$25 million."
The bill doesn’t give schools more money, but supporters say it doesn’t take away money either. The Bureau of Finance and Management is against the measure, saying the numbers just don’t add up. That will be decided on the Senate floor. The new Senate Bill 133 makes it out of committee.
