Jump Start Scholarship Bill Dies In Senate

Legislation that creates a scholarship for students who graduate high school in three years died on the Senate floor.
House Bill 1175 gives students $2,000 if they attend a South Dakota college after graduating early. Republican Senator Bob Gray says the program serves the best and brightest students.
"I think one of the advantages is that here we’re offering a scholarship again for in-state students. We saw how it worked with the Opportunity Scholarship in that we actually had students making decisions earlier in their college career that would ultimately result in them staying in South Dakota to go to college," Gray says.
Opponent Republican Senator Jean Hunhoff says she’s concerned that the bill takes money from K-12 education by encouraging early graduation and redistributes the funds to higher education. H.B. 1175 didn’t get the two-third majority needed, so the measure failed.
