"A war on South Dakota Teachers," says Representative Gibson
Representative Peggy Gibson says funding special plans alienates teachers. The governor is proposing a five-thousand dollar bonus to the top 20 percent of teachers in a district. He also proposes a 35-hundred dollar bonus to middle and high school math and science teachers. Representative Gibson says the idea is a slippery slope. She says she likes some of the governor's plan, but says the state shouldn't have complete control.
"I think that there are so many variables in teaching that it needs to be a local control measure with our local administrators dealing with that situation on a per-teacher basis, and not the state taking control of what's going to happen with the entire system," says Representative Gibson.
The governor wants lawmakers to invest in teachers. Republican Representative Mark Willadsen agrees to not just throw money at education.
"This is a proposal that has the potential to actually change our education status in the state," says Representative Willadsen.
Governor Daugaard says his plan is the largest investment in teachers in South Dakota history. He says the key to achievement is teaching, and he'll invest what it takes to make a difference.
