South Dakota's senate minority leader wants to develop emergency funds in case of oil spills. Senator Jason Frerichs discussed his proposal at the democrats' end of the week press conference last Friday. The bill makes oil companies issue a 500 million dollar bond if they run a pipeline larger than 26 inches in diameter through the state. Senator Frerichs says the bond sets aside money to protect South Dakota's aquifers."But the point comes down to, water has to be shut off for those who would have an aquifer that's affected. So, we want to make sure there are dollars ready to go for people who have to haul water, or have to reroute their business or shut down business operations due to this pipeline that comes through our state," Frerichs says. Frerichs says companies would pay a premium to fund the bond. He says Nebraska and Montana also have this legislation in place.Click here to download audio.
