Strangulation Definition

Legislation that establishes strangulation as one element of aggravated assault passed the South Dakota Senate.
State Senator Craig Tieszen of Rapid City says 41 cases of strangulation were reported to law enforcement in Pennington County last year. He says a lack of definition for strangulation made prosecutions difficult.
What we've done in Senate Bill 156 is provide a definition of strangulation. That definition was carefully crafted by my cohort from Sioux Falls leading the charge, talked to all the parties involved to come up with a very carefully crafted definition that fit the felony charge of aggravated assault," Tieszen said.
Senate Bill one-fifty-six goes now to a House Committee.
