On the February 10, 2012 edition of Statehouse HIV testing, boating while under the influence and the Governor's education initiative were all issues that took center stage. Bills covered on the program include House Bill 1223 which deals with the tax on handling fees religious organizations pay. House Bill 1263 looks at mandatory HIV testing for anyone convicted of prostitution. Senate Bill 11 deals with a new capital Loan Program and Senate Bill 186 will now allow schools to loan digital learning materials to students. Requiring schools to adopt a bullying policy was voted on while a new accountability system for students received a favorable vote from Senators. Senate Bill 77 will create a technical scholarship program. House Bill 1234 is a big part of the Governor's bill dealing with bonuses for new math and science teachers was amended and sent to the House Floor.
