Early Revenue Numbers Look Promising

The State's Joint Appropriations Committee has begun receiving preliminary numbers for the Fiscal Year 20-13 budget. Indications show an improving economy, as evidenced by Governor Dennis Daugaard's plan. Legislative Research Council Budget Analyst Annie Mehlhaff explained the Sources and Uses Scorecard to the committee, including several lines of revenue and spending figures.
Mehlhaff says, "The next line is the Governor's proposal to roll forward F-Y 12 revenues that were over and above the revenue that you approved last year. He proposes to roll 27-point-eight million dollars forward, to use in '13. Now if you skip down to '13, you will see 27-point eight million, as a source in '13-and if you go down further in '13, you can see where he proposes to spend that same amount through his proposed special bills."
Mehlhaff stresses the numbers are preliminary, with more definite figures expected next week. In the early weeks of the Legislative session, the Appropriations Committee heard testimony from more than 30 state agencies affected by state spending.
