Republicans lawmakers say revised Governor's teaching initiative is a compromise

Republican Leaders in the state legislature say Governor Dennis Daugaard’s Investing in Teaching initiative is still evolving. Senator Tim Rave says lawmakers have taken input from teachers and school districts and addressed many concerns from the original proposal. Rave says the revised initiative gives schools more local control in the form of three options.
 
“One they can opt-in to the Governor’s plan – the 20 percent merit pay for their top 20 percent of their teachers. Two they don’t have to do anything. They can opt-out totally and not take any of those dollars. And three, which I think is the plan that most school districts probably will use, I suspect, is they will have 5 plans that are kind of templates that they can choose from. Or they can put together their own plan and bring it before a committee of legislators, educators and the Secretary of Education,” says Rave.

Democrats say lawmakers have not truly addressed the concerns of teachers across the state. They say lawmakers should focus instead on fully funding the base education formula.
