"A hot topic on the campaign trail this year was education funding reform. Many schools districts have tried a tax opt-out to raise more money - most have failed. Other districts are suing the state to try and obtain more funding. In hist state of the state address Governor Rounds said he wants to increase education funding with incentives for performance and placing more teachers in hard to fill positiongs. The Republican Party has plans to use part of the tobacco tax for education, while the Democratic Party says they can increase funding by tapping into the state reserve system.
